GenericAttributeService
Declares the Generic Attribute Service (GATT) with the Service Changed characteristic.
The Service Changed characteristic will be handled automatically. Use PeripheralSpec.simulateServiceChange to simulate service change.
Parameters
initiallyEnabled
If true, the Client Characteristic Configuration Descriptor for the Service Changed characteristic will be initially enabled.
