Simulates turning on/off location service on the mock device.

Enabled location is required to scan for Bluetooth LE devices when isLocationRequiredForScanning is true. This is from Android 6.0 (Marshmallow) to Android 12 (S), where a new flag neverForLocation was added to BLUETOOTH_SCAN permission allowing to scan for non-beacon devices.
